This scarf is made with garter stitch and dropped stitches. Garter stitch just means you knit every row — no purling involved! Dropping stitches (intentionally) means you wrap extra yarn around the needle, and then let go of the extra yarn later. The garter stitch rows make the solid stripes on the scarf, and the dropped stitch rows make the more open stripes.
